Conduct an inventory of existing school teams and staff roles to identify gaps and opportunities. Develop Tier 1 and Advanced Tier Teams in each school, and establish data-based routines and processes for managing the delivery of supports and services. Build a common knowledge of MTSS-B routines and procedures to inform and strengthen school-level systems.
Review the data sources used to screen for student social-emotional-behavioral needs and the portfolio of interventions currently used to address those needs. Conduct an MTSS-B fidelity assessment to determine the degree to which these practices align with MTSS-B core features.
Use the results from the school-level MTSS-B fidelity assessment, informed by district-level priorities, to develop a school-level MTSS-B action plan that includes opportunities for professional development and coaching support for school staff.
Establish foundational Tier 1 practices, such as schoolwide positive behavior expectations and a social-emotional learning curriculum. Develop and implement Advanced Tier (2/3) systems in the school including universal social-emotional screening, a request for assistance process, facilitated referral pathways for accessing community mental health services, and other evidence-based interventions.
Adapt the district evaluation plan to support use of school-level data in monitoring and decision-making. Conduct an annual MTSS-B fidelity assessment of Tier 1 and Tier 2/3 systems, and monitor the fidelity and outcomes of evidence-based interventions to understand impact and inform future action plans.
